The tag is layered B&W papers from a Stampin Up! Designer series (I think for Halloween). The image is LOST COAST stamp called "Waiting for Mr Right". The two ladies on the end reminded me of my sister and me (or will when we're old ladies). The fact that they were sitting under "APRIL" was TOO PERFECT!
